If you would like a modern “mermaid” skirt, that is hard to fake. A good option is stretch velvet, which doesn’t need hemming or darts, and is forgiving in case you make a mistake while sewing!
If all that beading and sewing sounds too much like hard work, it’s possible to get a bedleh (bra and belt set) for quite reasonable prices online these days. Then you can definitely develop a whole array of different costumes with the addition of different colored skirts, pants, gauntlets, shrugs and boleros.
